THE PROGRESSION
PORT MERCATO — Arrival, Custody, Measure & Exchange
Port MERCATO is the Federation's mercantile environment: a place of arrival, passage, classification, stewardship, and exchange.
Its geography follows the movement of materials and constituted objects through changing conditions of custody and commercial participation.
Its vocabulary draws upon the shared Romance languages of the Mediterranean, preserving recognizable relationships among words without requiring parallel translations.
The progression describes a sequence of possible encounters, not a compulsory itinerary. An object may enter, remain, move, or depart without passing through every station.
Movement is not admission. Possession is not ownership. Recordation is not authority.
I. SUR LA BANCHINA — Arrival
The arrival dock receives raw incoming flows: materials, objects, and containers in different states of readiness.
Generative grammar is most visible here, where material possibility precedes composition.
Arrival establishes presence, not admission.

II. TRAVERSÉE — Transfer

The WASATCH TRANSFER mechanism preserves the distinctions necessary to account for what changed and what remained.
Change of regime is not change of identity.
III. RIVA — Reception
The receiving shore.
RIVA provides protective custody for materials awaiting identification, inspection, instruction, or further disposition.
Possession establishes responsibility for what is held. It does not establish ownership.
Protective holding does not authorize appropriation, alteration, or indefinite retention.
Custody is an obligation bounded by its purpose.
IV. SOGLIA — Threshold
The place of approach toward the Federation.
An object may be present, visible, and available for examination without having acquired constitutional standing.
Admission remains governed by the applicable Seal Aperture and Sterile Kernel.
The threshold distinguishes arrival from entry and physical passage from constitutional recognition.
Approach is not admission.
V. REGISTRO — Recordation
REGISTRO preserves recoverable accounts of identity, provenance, custody, transfer, and disposition.
A record distinguishes what occurred from what was represented about the occurrence.
It may preserve uncertainty, qualification, or conflicting assertions without manufacturing a resolution.
Correction remains possible through an accountable process. Silent alteration does not.
The record preserves the account; it does not manufacture authority.
VI. DOGANA — Classification
The customs office distinguishes the character and applicable treatment of incoming goods.
Classification may concern material properties, declared origin, quantity, applicable restrictions, commercial categories, and conditions of passage.
A classification may inform valuation without determining it.
Likewise, valuation does not establish ownership, and ownership does not automatically establish permission to transact.
Classification, valuation, and entitlement remain distinct.
VII. FONDACO — Merchant House
The house of storage, administration, and commercial stewardship.
Goods may be held for inventory, preparation, consignment, fulfillment, or subsequent exchange.
FONDACO distinguishes custody, agency, beneficial entitlement, ownership, and the obligations associated with each.
Its authority extends only as far as the governing entrustment.
An undertaking may be completed even where additional capacity remains.
Capacity remaining is not obligation remaining.
VIII. MERCATO — Exchange
The public hall of commercial encounter.
Goods may be presented, compared, measured, valued, negotiated, transferred, or withdrawn.
An offer does not compel acceptance.
A valuation does not establish ownership.
Visibility does not create an obligation to transact.
Exchange proceeds through distinguishable parties, objects, terms, and authority.
Commerce requires truthful declaration, fair measure, and intelligible conditions.
IX. MUSEO — Preservation
MUSEO preserves recoverable evidence of objects, compositions, transactions, and their histories.
An object may leave commercial custody without losing its provenance.
Preservation does not establish continuing ownership or a right to direct subsequent use.
A later composition may retain its lineage without remaining subject to the ordinary custody of its predecessor.
Lineage survives release. Custody does not.
THE CONSTITUTIONAL FRAME
Offices, References & Boundaries
Port MERCATO operates within the Federation's constitutional architecture.
The progression does not confer jurisdiction upon every office it encounters.
GNOMON maintains reference and measures fidelity without intervention or appropriation. Measurement does not establish jurisdiction.
EMSSEAL governs the aperture through which an object may enter Basis custody.
BASECELL provides protective holding where admission remains unresolved.
STERILE KERNEL determines admissibility under applicable constitutional conditions.
REGISTRO preserves recoverable records of constituted events and their consequences.
LEGGE — the Federation Constitution — governs the standing, obligations, and limits of participating offices.
These functions may be consulted throughout the progression. They are not compulsory commercial destinations.
No office acquires authority over another by proximity, participation, or shared geometry.
Ligurian, as the Mercato common tongue — civil, mercantile, and ledger-bound — enables multilingual comprehension and absorption across the Federation lattice.
It functions not as a language of conquest, but as a routing language:
transactional,
procedural,
maritime,
and interoperable.
Within the MERCATO, Ligurian stabilizes exchange between diverse regions, allowing inventory, custody, and semaphore states to remain legible across differing material and linguistic domains

The Law of Measured Exchange
The law of the port governs declaration, measure, custody, and commercial disposition.
Its purpose is not to compel exchange but to preserve the conditions under which exchange can proceed without deception, concealed alteration, or confusion of authority.
I. DECLARATION — Let Yes Be Yes
Commercial declarations shall preserve their stated meaning.
Qualification, uncertainty, reservation, and limitation shall be expressed rather than concealed.
A representation does not become truthful merely because it has been recorded or repeated.
Let Yes be Yes, and No be No.
II. INTEGRITY — No Silent Addition or Subtraction
Nothing shall be added to or subtracted from a constituted commercial account without an authorized and recoverable process.
Correction is permitted.
Amendment is permitted.
Reconciliation is permitted.
Silent alteration is not.
The governing requirement is accountable change, not immobility.
Integrity preserves the possibility of correction without surrendering the record.
III. MEASURE — One Fair Standard
No merchant shall employ one measure for receiving and another for delivering where the same standard governs both.
Differences in quantity, quality, tolerance, or valuation may be legitimate when their applicable conditions are disclosed.
A standard may permit estimates, ranges, and uncertainty.
It may not conceal an undisclosed advantage.
The measure must be declared, consistent, and recoverable.
IV. PUBLIC CONDITIONS — Alla Luce del Giorno
Commercial conditions shall remain intelligible to the parties whose exchange they govern.
Applicable rules shall not be silently altered after the fact.
A condition does not acquire authority merely because it was undisclosed when the transaction occurred.
Public visibility does not require disclosure of every private commercial fact. It requires that governing conditions be available to those bound by them.
The terms of exchange must not depend upon a hidden measure.
V. CONTINUITY — Passage Without Appropriation
A change of carrier, location, handling condition, or commercial regime shall not silently alter identity, provenance, custody, or entitlement.

A subsequent holder may acquire lawful authority through an applicable transaction or undertaking.

VII. DISPOSITION — Authority Before Exercise
Where measurement, classification, valuation, or contractual terms govern a disposition, the applicable conditions shall be identifiable before the disposition is justified by them.
Possession does not establish authority to sell.
Classification does not establish entitlement.
Valuation does not compel exchange.
Release does not extinguish provenance.
Capability is not authority.

It may be held without being owned.
It may be classified without being valued.
It may be valued without being sold.
It may be transferred without losing its identity.
It may be released without losing its history.
A record may preserve a claim without establishing its truth.

A correction may change an account without destroying its integrity.
An obligation may be satisfied without exhausting available capacity.
